For tax year 2018 and later, Notice 1036 will no longer be issued. The information previously included in Notice 1036 will be made available, earlier than when Notice 1036 was issued in past years, at the Publication 15 and Publication 15-T pages on IRS.gov and in any future drafts of Publications 15-T and 15 that we post.
Notice 1036 contains early release copies of the Percentage Method Tables for Income Tax Withholding that will appear in Publication 15 (Circular E), Employer's Tax Guide.
